Exclamation New Computer Build (Please Help)

Hey guys, I need a new computer urgently and have 700 dollars in cash. This computer should be strong in CPU (2 Duo or better), Memory (2 gigs), and Mobo. It can be weaker on the HD, Power Supply, and Graphics card. I am looking for something under 700 that will allow me to later upgrade the HD, Power Supply, and Graphics card to match the other good components.

Thanks!

It needs to be vista capable. Also, those parts are too expensive for a 700 dollar computer no?
