6) Does a game have to have good graphics for good gameplay? - Yes and No. look at it this way, when you're busy, busy, busy building etc, you wont notice, but once you have to move units from 1 side of the map to the other side, and keep track of them, bad grafic's really bring a game down.
for example, I really love Homeworld, but I dont play it anymore (tried it recently, but the bad grafic's really kept me from getting into th game

8) Is the multiplayer component a must-have in an RTS game? - No, at least for me it's not
9) Do you prefer to control computer games with your mouse, keyboard, or both? - Both, like said, I'm a really big fan of homeworld, mainly due to the control of it. (3d movement, and a relative complex setup)

Will you explain what you like to see in a war RTS game? What is your idea of a good, modern war RTS game? - A good war rts,.. well, battles on a massive scale I found to be interesting so far. (rome total war etc) because you gotta keep track of the big picture in those kind of games.
the C&C games are fun, however I Always end up just building a load of mamoth tanks, and just overrun the other base, wich (yea) gets boring really quick.
