It needs more colour,A banner maybe to tell you what the sites about and more content like already mentioned.

If you want to learn more about web design and creating web pages, you have to know how to work with macromedia dreamweaver.

reading text tutorials might be boring IMO. There are some companies like Lynda.com where you can buy video tutorials for almost all popular softwares.
talk to your parents about it. You need a credit card.

if you dont have macromedia you can download it from labs.adobe.com.

when you have trained dreamweaver go and learn HTML. And then when you have a good knowledge in HTML learn other languages such as PHP and MYSQL.

You don't need to learn with dreamweaver...

I learned with a basic HTML editor... Just buy some books and teach yourself. For animations, I learned Flash, which is a Macromedia Product.
