Smile A very common error, but what does it mean?

I recieve this error when the computer starts, plus, I can't copy, rename, paste, move or even delete files...

I just wanna know what it means and how to fix it

Exclamation The errror message is...

btw, here's the error message I recieve when "explorer.exe" loads :
