Usually the modem pool (the bank of modems) at the ISP may be all busy and can't connect you. Other times, I would get that message when the ISP was down completely.
Whenever this happened, I would pick up the phone and manually dial the ISP dial-in number to actually hear what went on, either handshaking tones, or a busy signal... sometimes I would even hear the pre-recorded "We're sorry. All circuits are busy now. Try your call again later." message. Tom

Hmmmmmmm.....My friend had that problem once, We got a powerwasher and some car wash soap, and washed his mob right up. After that we threw it in the dryer....And now it only catches fire every other hour great fix on a big problem

Aha. Now we're getting somewhere.
If this happens, you more than likely have some sort of corrupted dialup "connectoid", as I remember they called it. It was impossible for me to connect via dialup a few times, so I did this: Uninstall and reinstall your modem drivers. Try that first; it may be all you need to do. Delete your present dialup connection. My Computer > Control Panel > Network Connections > right-click your dialup connection and click Delete. Go to Start > Programs > Accessories > Communications > New Connection Wizard and follow the steps. Make sure you have your ISP name and password and dial-in numbers handy before you start! This worked for me when I had similar troubles. Good luck! Tom
