Default blue screen

I am troubleshooting my XP computer.

Is it normal for it to read 1023MB available 1024MB total RAM?

That is normal. The 1MB is allocated for Windows' Kernel files. When you're actually inside Windows, it usually takes up 22MB~35MB.
