Default Microsoft Excel 2007. Can you help me making this chart?

I cant do this chart. Can anybody help me?
the problem is that the chart is wrong. It is showing 50% instead of 100% because the budget is equal to Total.
and then I dont know how to change the Percent (0%, 10%, ... ) bar at the bottom to Valuta. I want it to show the Valuta Euro not percent.

Download link: http://alexandergre.googlepages.com/Bok1.xlsx This is what I have done.

Please someone help me!

i think you need to provide the original data so that the chart can be re-structured
(if am not mistaken)

Thanks Patrick! But I do not want 2 bars. I wnat to show two diffrent data in one bar.
I am sure it is possible but I dont know how.

But my question is why is it showing only 50% instead of 100%?
