price range not over 1000 $ ( canadian currency )
am not planing to play games , just sufing the web , music ,

The Vostro series is Dell's best series in my opinion. They are much more reasonably priced. In your selections, the Vostro has a much better processor and a better network card, however you could get an even better deal.

I would go with the $550 one. You can get 2GB of RAM (it's easy to upgrade it yourself, trust me) for about $70 and and that would save you a decent amount of money.

Would that System with the AMD be better than a low end C2D setup?
