Default Around 3 FPS in Maplestory

My friend kept on complaining about lags when playing maplestory...

He likes to go with an friend to "boomers" (what ever those are... look like balls with an fuse) his friend would expel some kind of poision out and it would multiply the boomers... and then when it reached to the 1000s or so, they would attack them...

When getting to around 1000 his cmoputer would lag down to around 3FPS...

His specs:

AMD 4400x2
2048MB (think its PC4200 or close)
360GB HDD
7300LE


He thinks that the DSL is lagging, or the computer is too slow, I am thinking that the video card that lags it... who's right??
