Default How do I put it back to normal?

When I go to control panel it's not like it's supposed to be.

It opens the control panel box and it shows all the different subjects you can click.

Example: Accesibility options
Add Hardware
Add or Remove Programs etc....

It shows them all lined down like that. I want it to go back to normal. the way it comes in windows xp with the nice blue backround and all.
