Default Video Card Problem, Please help :(

Hi. I am having a problem that I hope someone can help me with. My problem is this: I boot up my computer and it sounds ok, but the monitor light goes from green to yellow in a matter of two seconds. 1 out of 100 times i'd say I can get a green light and a picture on the monitor but with an eventual freeze. I have reseated the graphics card and even tried a new monitor to no avail. If it was to be the graphics card, would I still be able to get a picture on the monitor very seldomly? Any help is greatly appreciated. Thanks in advance!!

What are the specs? Voltage stability?
