you can't filter the modem line as you'd be flitering the digital signal your modem uses for it's web service thus, your internet connection would die. Now are you saying that the line is fuzzy with the filters or just without the filters. Typically, you need to have filters on your phones if you have dsl unless your phone company runs a direct and seperate line to your modem. If your phones are fuzzy all the time it is probably something to do with a box somewhere outside your house, call up your telecom and complain about static.
