Default mobo or cpu?

hello all. i am fixing a computer for a friend and have narrowed the problem down to either the cpu, mobo or maybe even both. here's the situation:

They have a compaq presario 6420nx desktop pc that's a few years old:

The problem is the computer will not even post - only the power lights come on along with power supply and case fan and cpu fan. i happen to have a home built pc with a pc chips mobo with these specs:

i'm using an athlon xp also.
my post reports clock of 1100 mhz.

any way, since i have a socket a mobo, i took their cpu out and installed it in my system. the same thing happend to my system, no post. i figured for sure it was their cpu but i figured i should try my athlon xp in their machine before i order another one for them. when i did, their pc still did the same thing. now what? could the mobo be bad too? i put one of my mem sticks in their system also and removed theirs just to see if mem was bad but same deal. is there a better way to troubleshoot this?
