On your system the bios settings were for another probably faster cpu with the fsb set at the 166 setting. The setting would have to lowered to 133mhz. When a 3200 back clocked to an XP2500 here the system won't run with the fsb set to 200 but will at the 166mhz setting. Likewise the 2200 needs to see the 133mhz setting there to run. With that setting change made a failure to post would show a bad cpu. You forgot to lower the fsb when trying it there unless the cpu was already DOA?
A bad cpu can take out two boards. When a friend saw his system quit one day he sold the cpu figuring the board went. Wrong! The second system saw the board fail when that same cpu was tried there. You could be seeing a dead cpu with two now bad boards unless another cpu is tried out known to be good.

my board is still good. once i put my cpu back in my sys it posted and booted like normal. only with my friends cpu installed did it not post or boot. my cpu is an athlon xp 1.1 ghz 200 mhz fsb, so it is actually slower than their 2200 1.8 ghz 266 mhs fsb. both mobos should handle these cpus no problem. his mobo specs definitely support 200 mhz - yet his sys still didn't post with my cpu.

Your friend's cpu may have done the other board in when it went leaving both doa. Or the fsb wasn't lowered for your cpu in order to post properly. With your cpu in that would be the thing to look at if the board is still good.

On the other board you may have to lower the fsb down to 266 in order to see it post. When the 3200 cooked here it spun itself backwards to the slower fsb speed of 333 which in bios terms is 166,hz x 2. Being that it's one of the low end Atholon or Duron models the board may not support it? That's also a thought there. Some boards simply required a faster model with PC2100 or faster memory as the standard.
That would be a PC1700 or slower fsb originally for that model. Some of the Socket As required an XP1800 or 2000+ as the lowest supported. The Asus board used not in the build just replaced but in the plder build replaced early in Q2 of 2006 required a 2000+ there. That would be one thing to consider if the board is still good. But without a post screen you can't enter the bios setup to see the fsb there set to the lowest setting. Having a working board with a cpu already in is where you could then go in to make the changes needed for that.
