Yes the CPU is under the "fan and this metal thing", and the heatsink is there indeed because of the amounf of heat processors dissipate... make sure you won't turn the computer on if the HSF is not properly attached, because those things can fry out instantly if no proper cooling is installed.

And yes, of course it's possible to take it apart and then reassemble. Just make sure that you won't damage the parts, and you'll do good.
