Everything needs to be good the graphics card doesn't run any game code or run any character AI or 3D sound In the case of the game BioShock having no dedicated sound card will slow performance down and the game runs alot of the graphics on the second CPU.
All comes down to a good ballance no point in adding a 8800 1GB card if to a rig with a pentium 3 processor and no point adding a top of the line quad processor to a rig with a 5 yr old card. Bare in mind 2 GB ram will give max performance in todays games any more than that gives no performance gains. If one component cant keep up they all slow down. He asked about CPU vrs GPU but RAM is just as important the amount and just as important the speed of the ram. You could have the best computer in the world 5k worth if it only had 256MB of ram todays games would run at a laggy 5fps even on core 2 duo 5Ghz and 8800 GPU.

Both are important. For instance, you shouldnt buy a Celeron and an 8800, or a QX6800 and a 7300GS. I would recommend a Core 2 Duo and either a 7950GT or 8800GTS/X depending on your budget.
