GPU: SLI EVGA 8800 Ultras 655mhz core clock $1460
Mobo: EVGA 122-CK-NF68-A1 680i $220
Ram: Patriot Extreme Performance DDR2 1200 or CORSAIR Dominator DDR2 1111 (x2 of course for 4gb) $460 / $1286
Sound: ASUS Xonar $190
HDD: Western Digital Raptor X and Hitachi 1TB Ultrastar (x2) $950
Rom: LG SATA 18X DVD±R DVD Burner (x2) and LG Blu-Ray Burner $1062
Floppy: Siig Floppy/Card reader $40
PSU: Ultra / X3 / 1600-Watt Modular Power Supply $500
Case: Antec 900 $140
Cooling: Swiftech H20-120 PREMIUM, Swiftech STEALTH VGA Waterblock (x2) $370

I think that bout covers it all unless you want a custom water setup and not a kit ...

Get the black pearl edition EVGA's and put a water cooling system in...

The Ultras will already have a block, inlet, and outlet. The 680i BP will have the NB and SB coolers, all you would have to do is get a Swiftech block for the QX6850.

MSI 8800Ultra is $230 cheaper than eVGA 8800Ultra, and it has higher speeds as well

It's superclocked, the regular EVGA is $629.. I think he should go with the Black Pearl Editions b/c of water cooling...
