whats better timing for RAM and why ? if u can answer

Lower is better. The timings are wait times in clock cycles for a given operation.

Lower is better for timings. So yes, 4-4-4-12 is better then 5-5-5-12. But that only applies if your talking about the same speed RAM.
If your comparing DDR2 667 @ 4-4-4-12 to DDR2 800 @ 5-5-5-12, thats different.
