If you have the Vista installation disk simply boot up with that and go into the repair tools section on the first screen when that loads. Unlike seen with the XP installer the new version now sees the ability to format an NTFS partition before or without installing Windows afterwards. MS included a separate formatting tool there as well as the better partitioning tool.

When you boot from the installation disk there's no need for the command prompt since the option to format is now available. You then select the drive and partition. This is an automatic tool now seen with the new version where you simply point and click without manually typing in any commands. You can even resize existing partitions with the new drive tools as well as MS including the Linux memory testing utility memtest.
