You may to a look at an icon archive then. http://www.iconarchive.com/ For Vista some are retail however like those seen at http://www.icons-land.com/

I rephrased things to see what the results would be and it looks like more free then pay for icons sites were found. This is from combined search engines seen there. You can also run a good search through MSN to see what that will turn up.
