"Time to format your hard drive. Back-up all necessary files and then reinstall operating system.
Install anti-virus (free ones include Avast!, Avira, AVG Free, and Nod32). Then firewall (free one is ZoneAlarm). Then Google Pack with Norton Security Scan and PC-Tools SpyDoctor. Then LavaSoft AdAware and SpyBot Search & Destroy. You'll never have issues again.
If you can, instead of antivirus and firewall listed above, get McAfee SecurityCenter:
