Using the fuel line to control the speed is dangerous. The engine could still run at the same speed, and making it run lean, eventually shatter the piston or blow a hole in it. You're better off starting with a horizontal shaft engine, as those are rather easier to control.

Problem with lawnmower engines, they're vertical shaft. You'll need a horizontal shaft engine... or one with the shaft sticking out of the side. They can be found on older edgers, tillers, ect.

You don't want to directly connect it to the carburetor, as you'll bypass the governor and who knows what? Throw a rod? Blow a flywheel (that could kill you )
