Anyone recommend a good IP blocker?

Is an IP blocker a VPN or proxy to obfuscate your address? Anyone recommend a good software to block my IP and therefore identity?

With this is it difficult to find someone who asks questions some people may not like on forums?

Discussion of this is a gray area here on our forum. This is usually for when you to get around playing media that is only available in certain countries.
