CPU and Case Coolers

So the question is:
I have around $40 to spend, and Id like to know if I should get a budget CPU cooler and a couple of case fans, or a better CPU cooler an no case fans. My Case has 2x120mm (Raidmax Narwhal). The options are:
1-Corsair AF140($20) and 2-3 case coolers, or
2-Deepcool Gammaxx400 and no Case coolers, or
3-None (please add some recommendations to this option :p )

Your case already have 2 fans
Don't see the need of extra fan.

What is your CPU?
How much is Deepcool Gammaxx400?

No. In my country, 212 EVO is around $80+. Thats why i didnt include it.
No case fan in particular, Ill see what I can get with what I have after I buy the CPU cooler.

Argentina. Ive checked Amazon, other stores(Newegg, Superbiitz...) and almost nobody delivers to my city. So this will have to do. I cant really afford an $80 cooler.
