Why certain sites are blocked ?

I have noticed lately that some of my favorite past sites get blocked by my PC. I tried putting down the firewall and adjusting my security, but to no avail. Sometimes a message briefly appears saying something about the sites Security Certificate. How can I override? One of these sites is a health organization run by the US Dept of Health.

Check the date on your clock. If it's off by a few hours/days/year then SSL certificates will show as invalid.

scanning your PC with antivirus software. Some sites automatically detect virus-infected PCs and banned them from access the sites.

Re-read the OP. It sounds like this is a new problem, and the fact that it's happening to the US Department of Health site makes it pretty certain his ISP is not blocking it.
