can i play rust and arma3 (on a server,not single player for arma3)

Rust? Yes. I run it on my laptop (specs in sig below) at low/med settings at get 30+ FPS last I played it a few months ago. That game is wildly inconsistent though since it's still early access. You're CPU and GPU are of basically the same caliber of mine, just a couple generations newer. You should do fine. Arma I would expect you to struggle with.

Yeah Arma would likely decimate that laptop processor. Solid laptop and decent for light/medium gaming but something like Arma would need a beefier CPU and GPU.

Yes. Don't expect maxed out 60 FPS, but it should definitely be playable.

Arma's netcoding is a joke. On a heavily populated server running a decent amount of mods, I struggle to get over 20fps (Probably due to someone running a potato computer not catching up with the processing power... and bringing down everyone else's performance so it doesn't desync).
