Why are the Virgin media broadband rates so inconsistant?

Im paying for 10mb but on my internet speed test im getting 2.5mb ????
I dont know if anyone else has had this problem, but the Virgin media customer service is freaking terrible.

iv just found what was causing the 78c temp reading

its not the psu because that isnt connected to the motherboard, the reading is coming fro mthe rear 120mm fan (it must have a sensor, idk), but im stumped as to whats causing that reading, its cant...

huh? i only have space for one fan at the back, i could fit another 80mm exhast at the top, but that would require more work (taking everything out of the case first)

i wonder how the psu temp can be detected anyway, since the psu isnt connected to the motherboard apart from the voltage cables. it doesnt have a psu fan cable connected to the mb at all.
