Its made to look like an adobe page but its not its a pop up as I am getting other pop ups as well and it seems to be getting worse.

No i dont know how to format the drive as I dont have a disk so i just pushed alt f10 while booting and reinstalled it that way. The computer was just like when i bought after reinstall.
