What's your power supply? A 4870 takes a lot more juice to run than a 4670, so if your power supply isn't up to snuff the card won't perform properly. Other times they just blow up so if that's what it is you're lucky. :P

What are your temps like? If your fan isn't spinning up your card may be overheating, which will negatively impact performance. Do you have the latest drivers installed? It is quite a peculiar situation.

Gotta start with the easy stuff. You can never assume somebody has already taken a step. I'd also suspect the power supply if it's stock. The card may be starving for power, which would explain the poor performance.
