    is it overclocked at all? CM 212+ isn't a bad cooler and those 22nm chips run really cool, or so I've heard. For reference, my 32nm i3-540 runs VERY COOL under load at 3.85GHz. 100% load on sensor test with RealTemp gets me 32 and 37C each core

    4k PC budget :)

    A PC built with 4k budget will be about 5% faster in real world tasks than a 2k one... I'd wait til a few more Sandy Bridge E motherboards are released, then get the unlocked CPU (i7-3930X?). 16GB RAM is cheap, you'll need as good quality 1000W PSU, GPU GTX580.

    Get new generation Sandy Bridge, i5-2500[K] [If overclocking]. Also you'll need an LGA 1155 motherboard like the P8P67. DDR3 1600 is very cheap, I assume that's what you mean when you say 803MHz. Do you have a PSU, Case, HDD? What is the PC going to do? Good choice of GPU

    Get a different GPU. GTX465 is old fermi, gets hot, uses alot of power, is more expensive and slower than this GPU.
