Internet is being wacky

So i do not recall what i did to do this but, alot of the time when i go to a webpage it gives me a sorry try again or something about not being connected but when i refresh my page multiple times it then loads. It also does this with downloads from executable files that require internet like java downloader. I’ve reinstalled windows, I’ve reinstalled and downgraded network drives. Ive tried changing my dns, turning off ipv6. Nothing work. I dont know what else to do.

I've noticed a similar issue, but it is just an occasional problem. I think my issue may be a long ping time. The internet thinks I am in Texas today, but I'm still right where I always am.

Geolocation on IPs isn't always accurate, and even then it's just coordinates in a table that aren't really related to your traffic specifically.
