Will my newly built rig play GTA IV?

So I just built a custom Gaming Rig on a budget of $540, I'm looking to run GTA IV on exceptionally high settings here's my specs:
AMD Phenom II x4 965 Black Edition
Zotac Nvidia GeForce GTS 450 (I was on a low budget wish I got the 550ti if i had the extra $40)
Crucial Ballistix Sport 8gb DDR3 1333mhz Memory Dual-Channel
Thermaltake Commander MS-I Case 3x Blue LED Fans
Western Digital Caviar Blue 160GB 7,200RPM
Windows 7 Ultimate 64-Bit, I am deffinatly upgrading the GPU fairly soon because im getting 45+ dollars (USD) back in rebates so i may return the 450 GTS if it doesnt suit my needs.. And also i'm getting an SSD, any suggestions for around $60-80? Tell me what you think of my PC too.. Thanks!!
 
It will play it on maybe medium-high settings, depending on what resolution you will play at, but definitely not max settings
 
It will play GTA IV, but you won't be able to max out the graphics. GTA IV is ludicrously heavy even for current systems, so you'd need a better GPU to handle it.
 
Make sure you play at 1080, it takes a lot of stress of the cpu. I was getting highish settings on my old e6600 and my hd 6850.

Iv always heard people say this, but never have experienced this. Any time I have ever turned up the resolution it has always in every game dropped my FPS. Even when I had my old Pentium 4 non-HT with my 6800 Ultra.

And I could not find any evidence online that lower resolutions somehow use the CPU more. So if anyone could explain this to me, that would be great. As I have never seen it.
 
It uses the gpu more as its less stress on the cpu. If you have a powerful gpu and a sucky cpu (like my e6600) you will end up with a gpu bottleneck at lower res's. Bumping up the res ensures that your gpu isnt being too quick for your cpu to keep up with.

I dont have any hard evidence like photos or anything but i can tell you honestly that going from 1366x768 with my hd 6850 and e6600 stock to 1080 gave me an increase in about 5-10 fps which made the game playable.

I guess that makes sense. But like I said, Iv never experienced it. :/
