Own ISP

I saw this page on the internet ages ago about setting up your own ISP, does anyone know how to do it and/or what i would need if i wanted to do it.

I wonder if the $99 bucks is for dial-up service. Dont most ISP's rent there T1 - T3 ? (Sorry in advance, dont know anything about ISP's) but I thought the modem's were like 1-3k a month.

Maybe not :)

ISP's (depending on size), need a lot more bandwidth then a T1/T3 to connect all their users to the net.

You can resell internet connections, branded as you, e.g. http://www.fasthosts.co.uk/resellers/package/internet-access/ but to actually setup your own ISP would require Lots of Money & Infrastructure, and, not meaning to be rude, then if you are asking how to do it in a forum then it probably wouldn't be the best investment for you (unless you learn the how to setup & manage everything first, or get someone to do it for you).

What would the legal ramifications be for doing that, I know a guy at the computer store I used to work for who has a DSL and cable line running through his servers and is selling wireless internet access. Fist off I don't think his residental connection providors would be too happy with what he's doing, in addition wouldn't he be responsible for any ilegal activity occuring on his network. Although I suppose he wouldn't be directly responsible, just like ISP's aren't directly responsible for what their users do. Really, if you think about it, the FCC says that ISP's don't even have the right to regulate their own networks. As they recently ruled against what Comcast did in it's whole "delaying service" back in Jan or Feb. Any thoughts?
