Little assistance here

Hey guys for some reason my msconfig does not load.
The registry path is ok it points to C:\windows\pchealth\helpctr\binaries
then msconfig.
Msconfig.exe is there in that folder but it does not launch when i go to run...

what causes this ?

ive seen various replies on google, but replacing msconfig in my case does not work, it gives the same error. my device manager is ok.
I'm not to format this.. any other ideas

Download the msconfig i uploaded (mine tha bestest :p).

Extract it in the root(???) of a drive. like:

Next best thing..no?
