Dials up, can't open webpages. WinME

Can dial on to earthlink, but get message webpages won't display. Can I fix this myself with WinsockFix.exe? Box is back at shop because Mboard and processor upgrade was just done and I thought the owner might know that he missed something. Tech from earthlink gave up after trying new address, reboot, pinging etc. Says it's a TCP/IP problem. If I can fix it myself I'd rather get it from the shop and do it even though the ball is now in my court. Don't mind fooling with it. Does WinsockFix.exe cure my problem?

Forgot to ask regarding WinsockFix, previous post. Can I download Winsock on my other computer that will connect, save it to CD and run it on the box that won't connect?

You guys aren't much help here. CNet forum gave me tip to use WinsockFix.exe in a free down load. Just Google for it. Now you folks know too.
