I recently got Tom Clancy Rainbow 6: Vegas 2. It's incredibly fun and you can pick it up for under 10 bucks.

I like Counter-Strike: 1.6 and Source to fool around on once in a while.

Lotsa people said it was good, some bad, I'm getting mixed reviews. Some people just played it for a few days and got bored.

I was never really a fan of GTA as well. The only "fun" I ever got out of it was getting those six stars(or was it 5?) and seeing how long I could survive. The cheats I'd usually use would be invinsible car and flying car at the same time. All those missions were monotonously boring...
Anyways, for a shooting game I would have to say CS:S. It can be repetitive at some point but it's much more fun when you're playing with friends and people you know.
