Locking up on startup

Okay, so I built this computer 2 winter breaks ago, with only minor problems since then. Recently, I came downstairs one morning and it was on stuck at the Phoenix AwardBios v6.00PG. It won't go farther. After a couple days i pressed the red CMOS reset button on my mobo, and that seemed to work. Then, later that day i was prepping my computer for a W7 upgrade, removing ATI catalyst manager and that sort of thing, and I need to restart it again so the changes will take effect. Guess what? the same hang up at the Phoenix etc screen happens. Tried the Cmos thing again, but nothing happens. Any ideas?

Sounds like you have a hardware problem. Start by disconnecting hardware not needed at bootup and removing all but one stick of ram. Remove hard drive as well to see if you have a failing HDD.
