Friend's Advice For New Build

So a friend recently asked me about building and he wanted to build his first computer, similar to mine.
He has a $800 budget and wants to use it in college (For work as well as some play)

Mhm cool, how bout performance wise? I understand this system is geared towards school as well as gaming.
I've looked at benchmarks depicting the 5770 as better on various games.
Although I dislike ATI for their drivers.

9800GTX+ and GTS 250 is the same card.
GTS 250 at $90 after rebate, while 5770, you will be looking at $150 after rebate
