Is this power supply strong enough for this system?

The power supply:
Corsair VX450W. I'd like to know if it would be strong enough for future upgrades (like a stronger GPU) as well.

The System outline:
cpu: AMD Athlon 2 X4 640 3.0 GHz
Memory: 4GB DDR3 1600 CL9
GPU: 460GTX with OC
1 hard drive, 1 burner, 4 led fans.

nvidia recommends a minimum of 450W for the 460 and I'd think PSU would power that system OK, but no headroom for upgrades. Any greater GPU will call for more than 500W.

so how is the SEASONIC S12II 520W BRONZE?
I can also get a CORSAIR 750W TX for about 20$ more but I heard that you should be using your psu at about 80% of it's full capacity at full load otherwise it's not got for the psu. is that true at all? in any way...?

I wouldn't worry about trying to run at any % of the PSU's capacity. The 520 might allow an upgrade to a GTX 470. Really, if you're thinking GPU upgrade, I'd go with the 750 - With that you could add another 460 later for SLI :good:

It's at its highest efficiency around 80%, but it's definitely not bad for it to run it lower than that.

Powersupplies are most efficient when they are about 50% loaded (as in, power draw is 250w and the psu can do 500w)

Example from corsair:

But they can safely be run at 500w (if it's a quality brand) without a problem.

Again this is assuming a 500w powersupply. There are many other factors.
