Fail IT tech... Is there another solution

Today I had an IT tech friend of mine come over and help with my build, we got it all working and got to the bios, and as it was saving and restarting he accidently pulled the plug... The motherboard is now stuck in that restard mode and inable to move foreward. Is it true that I am going to have to flash bios, or rma it back?

You can TRY to RMA it. Can't guarantee anything. But that's all you can do.

If the machine won't boot, you will not be able to flash the BIOS so RMA is probably your only option.

What exactly do you mean by stuck in restart mode. If you were updating the bios and lost power it can corrupt the boards bios. But just because you were in the bios when it lost power should not kill the bios.

With it unplugged, hit the power button a few times to discharge it, then reset the bios. Make sure you dont still have the jumper on clear. Plug it back up and see if it will boot.

I did all that so I beleive it corrupted it. I completely discharged it, then reset it

What board is it? Some motherboards have removable BIOS chips that you can replace yourself, though it's less common in recent models.
