Laptops memory usable?

INSTALLED MEMORY (RAM):4.00GB(3.49 GB usable) how do i fix this
i had one 2GB card and 1GB and than i broke my there laptop so i
take the 2GB out of that one and try added to this one and it said
3.49GB usable what do i do to fix this i had thought just add them it
wood att the memory by it self

The rest of the memory is being used by the hardware itself. So even if you have 4 gigs of ram the parts of the laptop use the remaining ram.

Not necessarily. It can see 4gb. But it reserves some for hardware memory addresses. And onboad video if you have it. So it can wildly vary in any amount below 4gb usable to the OS.
