CPU not detected

I just built a new half of a computer (old parts for the rest) and I boot up for the first time. The first thing I always check on a rebuild is the CPU fan. In this case, it wasn't spinning. Panic, kill power, check connections. All my connections are good. I boot up and look at the monitor, ignoring the fan for now. It says that I have no CPU. I know for a fact that the CPU is in and in the right way. I opened it up anyways to double check, and it is all there. I took the CPU out and put it back in, but I figured I would post here before trying again. I will also find some rubbing alc and clean it off and put some new grease on it.

EDIT: Should post the parts:

first thing i'd say is faulty mobo, then cpu, saying mobo since the fan isn't even running, and just to make sure, you do have the 4/8 pin cpu power cord plugged in right.

well it won't be the ram, none of my ram read once but it still went into boot for a sec before saying it was missing the launch files. it is either the cpu or mobo, guess it's time to doa one, if it comes and still no working, then doa the other.

I put the heatsink back on and tried again, this time it kinda worked. Windows booted up from the old HD I had in, and then bluescreened before the logon. On top of that, I can not get into the BIOS as my ps2 keyboard has to go through an adapter to plug into the USB ports.

If you dont have a CPU fan plugged in or it isnt working, the bios will throw up a CPU error. Unless you have the CPU fan header disabled in the bios. Plus swaping to a new board its doubtful that windows will boot.

If i put in the windows disk and reinstall windows, will it be able to load the drivers for my keyboard to allow me to install? Also do I have to do a complete reformat or should a reinstall be fine?

A reinstall/repair should be fine.

Basic keyboard function should not need drivers, windows will pick it up just fine.

What is the error/beep code that the motherboard gives you? Faulty memory can sometimes cause CPU detection issues. Faulty memory can cause lots of other issues as well. But your fan isn't spinning, I'd try plugging it into a different header. The board should halt boot with a cpu fan error. Just press whatever button it tells you to continue, and then disable cpu fan warning in the BIOS.

It is possible to get a dead fan header as well.
