Hey guys!

I'm running Ubunutu 13.04 on my "found in trash" laptop but it's not asking me to update to 13.10... I've looked in the options, selected to upgrade if new OS is released but nothing changed...

Any idea why?

Running these commands should work

sudo apt-get update
sudo apt-get upgrade
sudo apt-get dist-upgrade

I ran into a similar problem before. Also, if your laptop supports booting from USB and you have a flash drive, you can put 13.10 on the stick and upgrade via it.

It's still telling me that no updates are available with the three commands...

You should make an iso of ubuntu 1310
i was runnig ubuntu 12.04 and tryed to make the upgrades up 1310 and i had go from 1204 to 1210 then to 1304 and to 1310. i went throught the process al i got was black boot screen,
then i just went and made a USB bootable stick of ubuntu 1310 in this case i did choose ubuntu studio 1310 and tried it from the USB and i liked what i saw and then made full install and must say i'm impressed.
Now i can turn my PC on without the monitor being on,what i couldn't wiyh ubuntu 1204 i would get a blank screen,it was cause when pc turned on it would go strait to 800x resolution and i had the 1920x resolution, with ubuntu 1310 i don't have to worry about that.
Have to add that ubuntu 1310 studio has XFCE from default, which is my favourite desktop
