Quietest Fan

What is the cheapest (~$25USD) possible CPU fan/heatsink that is the quietest at max? Currently I am doing something that takes up like 70-80% CPU and my fan just gets sooo loud. (I prefer not to say what I'm doing, but it's not games at the moment. Just something that runs constantly)

No I don't. All I know is I don't care for stock AMD heatsinks much. They're not the greatest coolers; they just get the job done.

I'd suggest your upped your budget to $35 and got the Coolermaster Hyper 212 EVO. It's amazing for the price, and very quiet. I've build dozens of PCs with it, never been disappointed - even when overclocking i7-2600Ks to 4.6GHz.
Just built a PC for a friend with an i5-4670. After 10 hours of OCCT 4.4.0 Linpack AVX (the stress test that I've seen put the most stress and heat on CPUs) it was 62C on the hottest core and the fan never went above 940RPM. It was set in BIOS to be as silent as possible.

I honestly don't even feel like upgrading my PC anymore. It's just a stock HP p6751c, but I've upgraded my system as follow belows.
PSU: Antec VP450
GPU: ASUS HD 6570 --> XFX HD 7770 Ultra OC
HDD: +1 1TB HDD
+2 more monitors (3 total)

I'm just never satisfied. In maybe a couple years around 3-4 idk. Hopefully there will be new technology and I'll just build my own computer. Trying to get a super super super (<$5) cheap fan controller just to temporarily lower the rpm of my cpu fan. When it runs loud, it goes to ~4K rpm. I'm going to take a wild guess that my CPU is 63C while at around 55-70% usage (jumping) currently at 3245RPM. I measured the fan levels with an app on my phone and it goes up to 75dBA next to the case. But yeah whenever I build PCs for my friends I'm always finding people recommending the Hyper 212 Plus/Evo. It has so much love.

If you pay for shipping, I'll send you one that's included with most high end Fractal Design cases. It's a PCB with a PCI bracket meant to mounted on the vertical PCI slots on Fractal cases. It's powered by a Molex and splits out to three 3-pin fans. There's a nob you can turn to adjust the speed. Got a bunch of them :)
Probably not worth it if you live in the US, but you can get it just for the price of shipping :)
