Which games? What settings?

Your post is super vague for what you're trying to accomplish.

The CPU is the weak link currently which might be a little more prominent only playing at 1600x900.

Skyforge and wow mostly mmorpg's right now. But I want to be able to handle any high end game at max graphics. There is not a specific game because I usually will play anything that's new. Such as witcher 3 and so on

I cant really play at higher resolution because all the letters become to small to read

Also off topic for some reason all my icons in and out of games such as mouse pointers became huge all the sudden what could of caused this?

I recently bought a new graphics and the improvement unnoticeable which is weird because I thought R9 390 was a lot better then a 5850

1. What make and model of power supply do you have? Hopefully you have a brand name of at least 650 watts...
2. Did you install the latest video driver?

Not sure what the issue is then. You might be in need of a fresh install of windows, something seems corrupt if you can't play games with the 390.

I can play just getting bad fps getting around 30-40 and usually drops to around 10-20 if there is a lot of people in the area.
There was basically no improvement upgrading from a 5850 to r9 390 which seem weird to me.

Yes. I tried fresh install

I really need help this driving me crazy! before I try to put anymore money into this machine. It seems like all my parts are really good this what really frustrates me.

I could try to update to windows 10 for free if you think that will help.

I'm starting to think my Processor: AMD Phenom(tm) II X4 965 Processor (4 CPUs), ~3.4GHz is holding my r9 390 back in some way.
This might be why i'm seeing no improvement from a 5850 to 390? I ran a few games and I was only getting around 50-60% cpu usage.

Btw. like the new forums :)

Updating to windows 10 isn't gonna help any if a fresh install of your current OS didn't solve anything. The 965 is still a great processor and shouldn't be holding you back too much if it all.

What's your GPU usage in Witcher 3 (or any game that you're getting low FPS in)?

Did you clean install off of a pirated copy or a backup, something that could have a virus or be corrupted in someway?

No I used my window disc, My gpu usage seems to be spiking like crazy 0-100 and averaging around 50-60 used afterburner to check it

Could it be a connection issue maybe? Opened up my system and realized that I hooked it up through the molex connection. I don't even remember 6 pin connectors coming with my power supply. The 750 rosewill hive

Have you tried removing and reinserting the GPU? I seriously doubt it would help, but it's worth a try.

It might be getting to hot and causing the spikes? My gpu usage and fps is all over the place. I mean this gpu just came out in June this year! I spent $330 I'm only getting about 5 more fps then my 5850. This driving me banana's what could it possible be? This is all I can even think about anymore! why can I not achieve a great working pc :( Just played witcher 2 when in combat I'm only getting 30 fps and when I try to auto detect best setting it says High is recommend... really? This card should be able to handle ultra right?

Under 70c When i open kombustor it runs at 100% with no spikes but, the temps where reaching 90c so, i stopped it
