First IA for me would be to unplug everything except the PSU and see if it goes to POST. If it does plug the hard drive in and see if it boots. If it does then plug the other bits in one by one. When you unplug the peripherals unplug the power leads fron them as well. If it doesn't go to POST with everything unplugged then it's either your power supply or motherboard. Don't forget to remove the daughter boards as well such as graphics sound etc. everything has to be removed from the motherboard except the power supply. Hopefully you have on board graphics or this will not work. The power supply is the cheapest bit to replace on a trial basis.
Forgot this. Make suer the RAM is pushed fully in. It can work loose especially when the MB is in an upright case such as yours.
