CPU load drops to 0%

What could be causing this issue?

Sometimes the computer just locks up. When I go to the Task Manager and see what's up, the CPU load is at 0%.

If the cpu is at 0 percent then something else is wrong if system locks up. Could be failing hard drive.

Doesn't matter really. Fresh install or did you clone existing OS? Do you have an HDD as a data drive? If so, a bad hdd can cause it to lock up even its its not being booted to.
 
Fresh install just to be safe. I have an SSD and my old HDD in the case.

Is there a way to check the HDD for problems? Thanks.

What brand is the HDD? You can always just unhook the drive and see if it still locks up.
 
Western Digital. Thanks, I'll look into unplugging it for a while.

Usually, it happens with just one game. Thief: Deadly Shadows. Last time it crashed, but the PC didn't lock up. Strange.
