Help whith upgrading a Dell OptiPlex 775 MT

Hello, I currently have a few tabs about upgrading a Dell OptiPlex 775. I'm getting very confused and a bit tired so instead of asking a search engine about this, im going to ask forums with people that are tech savvy. Speciffically a Dell OptiPlex 775 MT is what I want to upgrade.

1. Power Supply
When or if I ever upgrade a Dell OptiPlex 775 past a GT 1030 and an SSD I may need a better power supply since the 305W power supply may not be enough or the poor thing would be at max constantly. I want something a tad bit overkill, 400W - 550W is plenty. Any Recommendations that would fit the dimensions (and maybe the power wattage too)?

2. Memory

Since the Dell OptiPlex 775 MT, i have only have 4GB of DDR2 memory installed; I would find it lovely to have at least 8GB of memory, when I went to the crucial site they only had 1, 2 and 4GB memory. Any recommendations of 8GB DDR2 memory?

3. CPU

I just recently read a thread for CPU upgradability for a Dell OptiPlex 780. What about an OptiPlex 775 MT?
My eyes are locked on for an OEM Core 2 Quad Q9650. Good? Bad and just keep looking?
3.25. Heatsink + CPU Fan

If the CPU is good. CPU Cooler Recommendations? I just want something that can cool better and that will fit.
3.5. Thermal Goo/Paste
Now for last of 3.xx, recommended thermal goo?

I wouldn't dump any money into that dinosaur unless it's like $5-10 per part. Ram is going to be expensive at that capacity.

I'm thinking the GPU he wants and the PSU needed is going to be hard to come by.

I have a Dell Optiplex 775 or I think it's a 780 I gave my parents. These computers are great for Internet surfing and office orientated applications. Nothing much more. I wouldn't use it as a gaming computer. Although, I guess you could play games on it, mostly older games. Anything new and you'll most likely need to turn down the settings.
