Laptop Screen Messes Up

This started about a year ago, it never dropped or damaged, it eventually fixes itself after 30 minutes, but every time I turn it back on it happens again, any idea what's wrong and how to fix it? Also, if I plug my laptop into the TV, everything is normal on the tv, even if it isn't on the laptop

That definitely looks like a damaged LCD panel. But you are saying it fixes itself after 30 minutes??
That's very weird. Do you see a similar effect on the post screen? (you know, when you see the dell logo, after pressing the power button)

No, it doesn't happen on the post screen, as soon as it loads to put in my password to log on it happens

Then its a driver issue if it happens once you enter your password and windows loads. Uninstall current driver and install latest version.

so if you totally uninstall the driver and just boot does it work correctly? If thats the case, then its still a video card issue.

I'll agree with Johnb. Sounds like a driver issue.
But i have actually had an issue similar to that, were i deemed it a hardware issue. (i work at a school were i am mainly fixing employees and students computers. Just in case you wanna know)
Simple graphics like bios and what not worked fine. But as soon windows launched, it f*cked up.
I then tried a live version of Lubuntu, and the same thing happened.
It's was like, as soon as the GPU was asked to deliver more complex graphics than a static image, it broke down.

Are you up for trying a live linux OS? This will rule out any windows driver issue.
Problem is, it might take a little knowledge of computers to get it working. We will help you along the way ofcause, but it's not an easy task for computer illiterates.

I was writing during JohnB's last post, so i didn't see it.
It does indeed sound like a hardware issue. (as i stated) But this test will confirm it.
