Need help diagnosing an issue

I am having a problem with getting the monitor to show a display. The computer itself boots up when pressing the power button and shows the led lights inside the case, cd drive light on, and fans are on. The USB/HDMI ports on the motherboard don't work either. I unhooked everything that isn't essential and unhooked the graphics card to see what it would do. It would power the monitor on and keyboard/mouse but after turning it off. I powered it down and tried to boot it up again. It would not power them back on.

I have a Ibuypower computer. Specs graphics card is MSI GTX 970. 1 stick of 8 gb ram DDR3. Liquid cooling for cpu. power supply 500w. the motherboard is a asrock. its roughly 3 years old.

I am not sure what is causing these issues. Maybe faulty motherboard? Power supply going out?

Ya, when I removed the card it did power up to BIOS one time but that was it. It wouldn't do it again though. I did try to put another graphics card in but it didn't do anything. Its weird cause just last night it powered up(display on monitor, usb ports worked for my keyboard and mouse) no problem but today when I try to get it to work nothing happens.

Reset cmos if it has the jumper or remove power from motherboard, remove cmos battery, press and hold power button for 10 seconds then wait 10 minutes then insert battery, reconnect power and then try booting up.
